Ha Nam: Phu Ly City meets criteria for urban type II

(Construction) – On October 16, the Ministry of Construction held a conference to appraise the report on reviewing the criteria for classifying Phu Ly City as an urban area of Type II and assessing the infrastructure development level for areas proposed to become wards in Phu Ly City and the Kim Bang Urban Area, Ha Nam Province. The conference was chaired by Deputy Minister of Construction Nguyen Viet Hung.

Overview of the conference

During the conference, members of the Appraisal Council provided various insights to help the locality improve the report. They emphasized the need for Ha Nam to integrate climate change and adaptation strategies into its urban development program, clarify the legal framework and current status of green construction and sustainable urban practices, and continue initiatives for building public infrastructure and enhancing urban landscapes.

Concluding the conference, Deputy Minister of Construction Nguyen Viet Hung commended the People’s Committee of Ha Nam Province for preparing a comprehensive dossier, recognizing the province’s efforts in guiding relevant agencies, departments, and sectors to establish the necessary legal framework. This preparation aligns with the requirements and regulations for urban classification, supporting the planned arrangement of administrative units according to the set objectives.

The Appraisal Council largely concurred with the proposals, acknowledging the suitability, legal basis, and urban development programs. They agreed with the assessments and recommendations by the People’s Committee of Ha Nam Province regarding the classification of Phu Ly as a Type II urban area and the establishment of new wards in Phu Ly and Kim Bang urban areas.

To prepare for the subsequent steps, Deputy Minister Nguyen Viet Hung instructed the People’s Committee of Ha Nam Province to ensure that all units thoroughly incorporate feedback, review data explanations, drawings, appendices, and tables to maintain consistency across the reporting documents. He emphasized the need for suitability and adherence to legal regulations regarding the calculation of standards, data accuracy, and alignment with practical realities.

Additionally, he stressed compliance with zoning regulations for areas where new wards are planned. The Appraisal Council unanimously approved the review report, concluding that Phu Ly meets the criteria for a Type II urban area, scoring 86.64 out of 100 points. The areas proposed for new wards in Phu Ly and Kim Bang were also evaluated to have achieved the required level of infrastructure development.
