The plan includes the construction of a new passenger terminal and a new cargo area, with preliminary work beginning in the late 2020s. The estimated cost for passenger and cargo facilities through the second phase, which includes the main terminal construction, is approximately 800 billion yen.

The new passenger terminal will consolidate the existing three terminals into a single-terminal model. It will be based on a “long pier type” configuration, allowing for a compact concourse. Further considerations will include apron taxiway settings and runway assignment rules.
In the first phase, half of the new terminal will be constructed and temporarily connected to the existing Terminals 2 and 3, enabling integrated operations. In the second phase, the remaining half and the main terminal functions will be completed. Depending on demand, external conditions, and management status, the third phase will involve expanding the main terminal and concourses on the site of the old Terminal 1.
Upon completion of the second phase, the combined facility size of Terminals 2, 3, and the new terminal will be approximately 1.1 million square meters, capable of handling 66 million passengers annually. The cargo area, excluding the North Cargo Area, will cover approximately 165,000 square meters, with an annual cargo volume of around 2.8 million tons.
By the end of the third phase, operations will cease at Terminals 2 and 3, and the new terminal will be the sole facility. The final scale aims for a passenger terminal area of 950,000 to 1.15 million square meters, accommodating 75 million passengers annually. The cargo area will expand to 200,000 square meters with a target volume of 3.5 million tons. (2024/06/07)
